FMI and PlanGrid's 2018 Construction Disconnected report put U.S. labor waste at $177.5 billion a year. Workers spent more than 14 hours a week - 35% of their time - looking for data, fixing mistakes, and redoing work. Enforcement has to be continuous, not episodic. A Friday-afternoon audit is not enforcement. It is triage. Standards drift happens during authoring, not between sessions. The check has to sit in the same place the decay happens. Anything slower is a tax on the BIM manager's calendar dressed up as a process.
